With the rise and development of social media, the irregular behavior is already not limited to " the four public nuisance "and showing a trend of diversification, according to all kinds of irregular behaviors, this research will divide them into five types, among them, False news and Paid news and Malicious ads are the common deviant behavior. And the content of media has a trend of random, even occurs the phenomenon of kidnapping, all the facts reflect that the functional disorder of the media. Media faces many challenges in make difference as a social instrument. Under the consideration of the institutional environment, lacking of relevant systems is a direct reason for the worse governance of irregular behaviors.That’s why the voice of monitor media is become louder and louder. Although our country is able to supervise media’s irregular behaviors, there are also many problems including the absence of supervision and other issues which become the obstacles of achieving the supervision goals. According to the analysis of the essence of the problem, we want to build up a better mechanism. Mainly from institutional arrangements, government management, social supervision and self-regulation to discuss, wish to explore the key elements of the supervision mechanism from the responsibility of the main subjects. And what’s more, the main subjects need to fit and coordinate with each other while they perform their duties in order to keep the mechanism functional. Thus, to achieve the target, we will design the system and make theoretical explanations on the basis of the subject’s function and relationship. Meanwhile, we will benefit from foreign country’s useful experience, and learn how to make media to reach the goals of self-regulation and governance. Of course, in this process, the media facing their own identity game of political,public and commercial. With the abatement of state functions, the civil society is continue to grow. There is shaping a significant public domain, within which people can express their own interests through the medium. In addition, it indeed need a better mechanism to ensure expression true and smooth. The re-regulation mechanism is to keep maximum media monitor role to play, and make media run in the range of their duties. Only in this way the media will lead the " public discourse " in public domain, and help the citizens to express the will of freedom, which will contribute to buildup the civil society and promote the process of democratization in China.
