Reality refers the Internet is not independent of the real world as a virtual space. It is an activity of the human. The three-dimensional network structure refers to the transmission of information in the Internet is not flattened expanded, from a macro point of view such link independently of each other, and do not cross each other. The scale of the development trend of the Internet is a breakthrough of the old resource allocation model, moving from a simple means of communication to the new patterns of behavior of scale.Sovereignty is an abstract of the country’s eligible. The value of the sovereignty of the system itself is reflected in the highest and bounded. The highest is that the authority higher then sovereignty does not exist. To have certain boundaries is a precondition of sovereignty’s highest presence.The impact of Internet on political mainly change in the basis of democratic representation.
