In recent years, with the rapid development of information technology, people living in a society which all kinds of information interweaving with their life, In this society, people obtain and transmission information need through an important medium-media. As the media penetrates into all aspects of social life, the society has already to pay attention the huge influence which it produced. At the same time, it also attracts the attention of politicians. A scholar once said:"The mass media is paying more attention to the information day by day, which how they manufacturing, processing, management and dissemination, and becomes the powerful organization, meanwhile is called ’another government’ or ’the fourth department of government’".Since2002,the first "Network President"was born in South Korea.the new network media also began to spread as a political tool is used in South Korean presidential election propaganda. PeoPle,originally with doubt,are now positively in Part towards the role of new media and actively involved in the study in this field.This dissertation.based on empirical research, through consulting and referring to the domestic and foreign related literature and website, learn the laws and regulations of the presidential election in South Korea,collecting some research reports which published by well-know research centres and scholars, as well as to studied the case of network new media utilization in presidential election propaganda that started from2002. Application status of the network new media in the South Korean presidential election, find insufficiency which displays in its practical application, to summarize and analysis the hindrance factors, and forecasts the future network new media acting as a positive role in thefuture presidential election.
