The Analysis On The Development Of Gansu Provincial Circular Economy

Since reform and opening, with the rapid economic development and GDP growth, China’s economic growth rank the front in the world economy. However, due to the mode of economic growth has been using the traditional extensive mode of economic growth, we have to pay a heavy price as well as suffer a bottleneck in economic development. China consume a large number of domestic and imported resources, energy ever year, however, the cost of creating a high consumption of GDP only equivalent to a few percent of the world’s total GDP growth. High consumption in exchange for economic growth, leading to more wastes and serious environmental pollution, per unit of GDP’s emission levels in wastewater, solid waste are much higher than that of developed countries.From the perspective of supply, China’s mineral resources per capita reserves are very low, such as oil, natural gas, copper and aluminum and other important mineral resources, our resources are increasingly dependent on imports. However, Corresponding to the status quo of mineral resources shortage, a large amount of scrap iron and steel, scrap non-ferrous metals, waste paper and waste plastic, glass hasn’t been recycled in china every year. To develop recycling economy is a major strategy in carrying out resources strategy, promoting the sustainable use of resources, and ensuring the national economic security, as well as an important way to prevent pollution, protect the environment. Before the promulgation of the "Circular Economy Law", Gansu has formed the development foundation in recycling economy. After this Law, Gansu has taken many measures to further promote the development of circular economy, as a pilot province in circular economy region, researching Gansu Province development is typical.By studying the relevant data of circular economy and key enterprises in Gansu province, analyzing the development of local legislation in Gansu Province circular economy, through the comparison the relevant provisions of "Circular Economy Law", this paper put forward the legislative proposals in order to improve the circular economy practice and contribute a new opinion on how to boost the development of circular economy.
