The connotation of government green purchase is that the government purchaseproducts and services which meet national green certification standards. At the sametime, because of its special focus on the protection of the environment and impact inthe procurement, they will prefer to buy the “green” products. Government greenpurchase reflects the "rational man" role of the government in its procurementactivities. It also reflects the government paying more attention and protection on theecological environment and the ecological balance in the process of purchase andconsumption. Government green purchase can guide green consumer trends, take theroad of sustainable consumption to comply with environmental standards andminimize the impact on the ecological environment. Government Procurement of theWestern countries started earlier, after decades of continuous development, thegovernment green purchase system of Western developed countries has been basicallyperfect, which mostly developed into a complete system. China should study the legalsystem of our government in the light of its own national conditions and purchasepractices on the basis of status quo and further propose reforms comments anddrawing, absorbing foreign beneficial procurement system, which is undoubtedlysignificant.The thesis take the green purchase as research horizons, mainly in the legal fieldof view of the system of environmental law to perfect the legal system of ourgovernment green purchase recommendations against waste in the currentenvironment for savings, promoting the legal system of our government greenpurchase. We can achieve organic integration of the legal system of our governmentgreen purchase by the law. This paper is divided into the following four parts:The first part is the basic problem of the government green purchase. This partfocuses on the concepts and features of its economical foundation and law foundation and investigating the procurement system.The second part analyzes and evaluates the practice foundation of the legalsystems of the developed countries. Then it summarizes the common feature of theconcept, legislation and regulatory of the government green purchase.The third part analyzes the concept of the legal system of our existinggovernment green purchase legislation, the course of development and the status quoof the existing legal system defects.The fourth part analyzes the legislation, the shopping list, the purchasingstandards, internal and external supervision, green procurement performanceevaluation as well as the power-relief procedure. All the giving advices are aim tofurther promote the implementation of government green purchase.
