The Research Of The Voters’ Participation In Grass-roots Representatives’ Direct Election

In the direct election of the representitives of the People’s Congress in grassroots level,the actual low participation of the voter is in sharp contrast to the surface of high rates of registration and voter turnout.At the same time, we also need to pay attention to the emergence of the phenomenon of the so-called "independent candidate" and ponder it. Vague electoral goals, lack of fairness, inconvenient manner of election and elected representatives’ poorly performance are the intrinsic motivations of low voter participation.Meanwhile, population movements, the diversified expressions of the citizens’ interests and the decline of public opinions’ influence also shock the voters’enthusiasm of participation externally. Based on the actual situation in China, and adhere to the broad framework of the existing systems,completing the electoral systems,promoting the political status of the National People’s Congress, improving the electoral organization, broadening the selection basis of the candidates for deputies seems to be the effective way to stimulate the willingness of voters’ participation.
