Put forward the scientific development concept provides a theoretical basis for therule of law and legal studies. The important results of the legal concept is themanifestation and application of the scientific concept of development in the field oflaw, but also the Law of Marxism in China. We want a deep understanding of thetheoretical value of understanding the legal concept, but also scientific use of the legalconcept to guide the construction of socialist rule of law. The legal concept of theoryhas some use in the practice of the rule of law in the field of legislation, lawenforcement, judicial, but also a lack of research in the construction of basic educationand the rule of law, this article aim is to strengthen basic education from the perspectiveof the legal concept The countermeasures of the rule of law.The articles main content is divided into the following three parts:The first part, explained theoretically important outcome of the legal concept ofMarxist law in China. Intends to elaborate raised its scientific connotation of the legalconcept, the legal concept of theoretical value and its guiding significance for theconstruction of basic education and the rule of law, is intended to lay the theoreticalfoundation for this article.The second part describes the construction of the status quo of China’s basiceducation and the rule of law. The status quo, including the construction of basiceducation and the rule of law in China’s achievements and the problems. Brief summaryof the achievements of the construction of basic education and the rule of law, the mainink used to illustrate the problems faced by the construction of basic education and therule of law, so that research targeted, targeted.
