Study On Governing Scientific Misconduct In Universities

Because of the system defects during the social transition time and the effects of the bad social environment, different kinds of bad phenomenon such as academic corruption and scientific misconduct are booming rapidly in recent times. Not only was the research atmosphere in the academic circle affected which lead in the serious drop of the Academic credibility, but also was the healthy and the sustainable development of the technology and education, what was worse, it caused a big waste to our social resources. Although the main academic atmosphere is fine, with the spreading of the misconduct day by day it will make Incurable effects to the social development.Those phenomenons caused great attention and discussion of the scholars, while they hold different point of views towards the scientific misconduct. So through the comprehension of the research on scientific misconduct in our country and the realistic theory and research overseas, my thesis puts heart on the followings. First, make the concept of the scientific misconduct clear,meanwhile, deepen the understanding of the concept through the compare to the realistic concept. Second, make a synthesize summarization and a typological analysis to the scientific misconduct. Third, find out the responsibility system of the scientific misconduct. At last, explore a way to manage the scientific misconduct concerning the actual situation as well as consulting the experience of the foreign countries so that we can correct the academic atmosphere, stop the bad ones and ensure the it healthy, furthermore, push the development of the Academic career in China.Firstly, According to the basic situation of the Academy in our country, we can see that the development of scientific research institutions was badly affected by the inaccuracy. Knowing more about this phenomenon, the first step is to have a clear and a practical definition about the concept.From a legal perspective, probe into its constituent elements, scientific misconduct is the behavior that deliberately violating academic ethics, infringe others’ rights or social rights and interests. There are similarities between misconduct and research integrity, academic corruption, scientific misconduct and academic error, but also have difference, through the comparative analysis on the concept, the definition of scientific misconduct can be more clear, so as to further study, seek the way of governing scientific misconduct.Secondly, scientific misconduct includes many forms, plagiarism, plagiarism, a paper submitted to several journals, forgery, etc., through the analysis of the characteristics of these behaviors, and according to the stage, they appear a violation of the rights and interests of differences, the author divided this forms into three categories, one is the name of the academic writing; two is reused achievements transformation; three is the intentional appreciation or depreciation of the work. This kind of classification method is not perfect, but can be used as a reference, according to different type put forward effective solution.Thirdly, the author analysis the causes of scientific misconduct in China, from four aspects:the academic evaluation mechanism, lack of consciousness of academic ethics education and academic norms and audit supervision is not sound and college town government to pursue the cause of scientific misconduct. The author points out that our country colleges and universities in the governance problems that exist in the scientific misconduct process, such as lack of basis system vulnerabilities in governance, institutional enforcement, a tolerant attitude, scientific misconduct and other factors that influence the interests.Fourthly, Based on the above content, put forward governance principles of the university scientific misconduct, the principles in accordance with the law and principle of classification management, target management principle and correctional combination principle, and put forward concrete governance path under the guidance of the principle, the author discusses the governance path from five directions:strengthening academic ethics education and standard education; Increase the intensity of punishment; Perfect the relevant legislation; Transforming the town government management mode and improve the academic evaluation system. Strive to seek a set of China’s national conditions and cultural characteristics of the academic governance path, fundamentally put an end to scientific misconduct, cleansing the academic atmosphere. It’s a long way to go to govern the scientific misconduct because there is a deep root in the social system for it’s birth and existence what includes different aspects of social factors. It needs all the society to make a continued and a constructive effort to control the inaccuracy from it’s root. So it is still a long and high-responsible way for the colleges and universities to prevent the scientific misconduct.
