The issue of climate change has become a serious problem which has an adverseaffect on the survival and development of all mankind. The issue has a significantnegative impact on human survival and development, and it has become one of theareas of focus of the international community. Many countries began to takecountermeasures in the face of climate issues, and start negotiations and cooperationon climate issues. The climate diplomacy began to rise. The United States andJapan’s climate diplomacy are attracting the world attention, and have a significantimpaction on climate change. As they are both developed countries,United States andJapan show a few different characteristics and common characteristics.Throughanglicizing on these different characteristics and common characteristics, we can havea thorough understanding of the United States and Japan ’s climate policy. And we canalso draw some useful revelation in order to better guiding China’s climate diplomacy.This article is divided into five parts.The first part describes the rise of climate diplomacy. Through this part we canhave a thorough understanding on the concept of climate diplomacy and thecharacteristics of climate diplomacy. The main characteristics of the climatediplomacy including the diversity of pattern, the different participant, the professionalcontent and the results of the public interest. There are many reasons why the climatediplomacy is on the rise, Involving the intensification of the global climate crisis,the concept of "non-traditional" deepening, the impact of globalization, and thegovernance of globalization.The second part describes the history of the United States and Japan’s climatediplomacy. The history of the United States and Japan’s climate diplomacy is dividedinto three phases. Through this part we can have a clear understanding on the processof the United States and Japan’s climate diplomacy.The third part describes the different characteristics and common characteristicsin the United States and Japan’s climate diplomacy. The different characteristicsinvolving the focus from the implementation of climate diplomacy, the means of theclimate diplomacy,and the impact from the government. Although they have some different points, they have some similarities. The common characteristics involvingthe domestic infrastructure, influencing factors, strategic objectives, and thecharacteristics of the United States and Japan’s climate diplomacy. This part is thefocus of this article.The fourth part describes the revelation to China’s climate diplomacy, which wecan draw from the different characteristics and common characteristics of the UnitedStates and Japan’s climate diplomacy. Through the different characteristics, we drawsome revelations: We should not only have focus, but also achieve all-rounddevelopment in climate diplomacy; using different diplomatic means; binging theclimate diplomacy into China’s long-term diplomatic policy. Through the commoncharacteristics, we can also draw some revelations: creating the domestic foundationof climate diplomacy; considering the international and domestic factors in theclimate foreign policy-making; playing an important role in the response to the globalclimate change; resisting the hegemonies and safeguarding our national interests.The fifth part is the conclusion. |
