| In recent years, with the development of internet technology, cyber citizen socialpower has grown. Citizen participation in network public events focus is no longerconfined to onlookers, but through constant interaction with the government to realizetheir own interests.Judging from the past public events, the government confronts strong cyber citizensociety, from past neglect to now pay a lot attention, experience of the course reflect thestatus subtle changes between the government and the society. All virtual originatesfrom reality, the network provides a platform for accelerating the citizen’s social forces,and the authority of the government in virtually eliminated. As the social manager, inthe decision-making process, government has been unable to completely rely on theirown authority, but formed the making-decision within the compromise with the networksociety. Traditional Corporatism and Pluralism are unable to further explain this newphenomenon, and new theories are needed to make up the gap.Policy Network theory now is the new theory that popular abroad in the field ofPublic Policy.
