Research On The Capabilities Of Yan’an Municipal Government Over Poverty Alleviation And Development

The State Council issued "the new progress of China’s rural poverty alleviation anddevelopment" on November16,2011. The white paper showed that the number of the China’srural poor inclined from9422million by the end of2000to2688million till the end of2010.The incidence of poverty dropped from10.2%to2.8%and the effort of thegovernment’s poverty alleviation and development is great. However, the achivement ofpoverty alleviation and development is still relatively fragile. Those who got out of poverty ison the risk of returning to poverty. Besides that, there’s much difficulty for the populationwho is still in poverty make rich.s In the specific period of social transformation, there isnecessary for the government to strengthen the poverty alleviation and development effortsand enhance the poor’s capacity of self-development. In this way, Chinese society can trulybecome prosperous by the rapid development and the whole will be in national well-offbasically.Government ‘s strengths and weaknesses is directly related to the effects of povertyalleviation and development. But there is limited academic research on the Government’spoverty alleviation and development capability. I selected Yan’an City, Shaanxi Province, asthe inspection object, on the one hand, Yan’an is the old liberatied revolutionary areas, butalso it’s in poor areas, the research of Yan’an municipal government’s will be contructive forother areas’ poverty alleviation and development activities; on the other hand, Yan’an City isthe hometown of the author, related resources, in which I can grasp some relative informationand resoucses on the process of the government poverty alleviation and development easily.The first part refers to the reason and meaning of my theme, analysing some extantresearch results on government capacity of poverty alleviation and development, then sortingout and defining the relevant concepts.In the second part of the,it will analysis Yan’an municipal government povertyalleviation and development practices, it will reveal the basic pattern of Yan’an municipalgovernment poverty alleviation and development by summing up it’s practice of povertyalleviation and development activities.Then it will point out the evaluation of the indexsystem of the government poverty alleviation development capabilities and evaluate the statusof the Yan’an municipal government poverty alleviation and development ability. The third part, based on the afored information,it will discover the main factorsrestricting the Yan’an municipal government poverty alleviation and development capacity.The fourth part, it will give some advices for the government to promote the Yan’anmunicipal government poverty alleviation and development capabilities, such as optimizingthe functions of the government, strenthening the abilities of the government managementand execution.
