The Research On Transforming The Science And Technology Department Functions Of China’s Country Governments

Under the trend of integration of economic and S&T (science and technology), technological management is playing an important part of the governmental economic management function. Researches on the law of the development of S&T, promoting scientific, technological and economic progress, improving the comprehensive national strength, are the fundamental task of S&T management. All levels of governments play an irreplaceable role in improving the economic function of S&T, changing economic development mode and promoting the all-round social development. As a national S&T system and an important part of the local administrative management, local scientific and technological management institutions pay attention to the comprehensive coordination of S&T resources and other economic resources in local practical work. At the same time, they strengthen the construction of S&T intermediary service system, in order to promote the effective combination of various resources, realizing the optimal allocation of resources. Only in this way can S&T meet the needs of local economy and society, and help to build a solid foundation of economic development in the region, so as to speed up the pace of the modernization of the whole country.This paper starts with analysis of present situation of some developed areas—Beijing, Shanghai, and Jiangsu province. The experience of coordinated development in S&T management system has reference value and methodological value for the research on local government S&T management. Through the investigation in Changshu Jiangsu. author points out the successful practice and shortcomings in the S&T strategy, which is also the basis of this paper. With the further improvement of market economic system, the government requires more regulation in integrated S&T management and method, further strengthened service functions, and optimization in local governmental management functions. All these approaches are the inevitable way in strengthening local governmental S&T functions in the reform of promoting the S&T management system.
