The competition among talented people, which consists the rivalry of knowledgeand technology, is the core of all competitions in today’s society. Consequently, theestablishment of an objective, fair, equitable and efficient incentive promotes thefunctioning and competitiveness of talents. In China, the management system andoperation mechanism of public institutions are formed under the existence of theplanned economy, the stimulus is on the current social environment and economicconditions have underscored out rigid invalidity.On the basis of the incentive mechanism and present situation of the GYJSinstitution, this essay will find out employees’ discontents towards the incentive systemby carrying out and analyzing questionnaire survey as well as locate the problem andpropose corresponding solutions by conducting in-depth analysis with the application ofhuman resource management and the incentive theory.This essay is mainly divided into three parts.
