The Influences Of People’s Network Participation To The Public Policy Making And The Countermeasure Aualysis

With the development of Internet, the ways of people’s participating in politics arebecoming more and more. Due to the characteristics of the Internet, such as open, rapidity andanonymousness, people tend to use Internet to participate in public life. Therefore, the studyof people’s Internet participation in the public policy making not only meets the needs ofdevelopment of society nowadays, but also the construction of Chinese socialist democraticpolitics. This thesis consists of four parts:The first part explains the basic theory of people’s Internet participation, including theconcepts, features and basic forms.The second part is mainly focusing on the analysis of the current situation of the people’sInternet participation.The third part of the thesis is mainly focusing on the analysis of the influences ofpeople’s Internet participation to the public policy making. In positive ways, people’s Internetparticipation advances the people’s participation, promotes the foundation of public policyagenda, improves the scientific process and democratization of government decision-making,enhances the feasibility of public policy, and strengthens the Network supervision. In negativeways, the decentralization and disorder of people’s Internet participation affects the rationalityof public policy. Besides, the existence of digital divide may lead to the accuracy of publicpolicy-making.The four part is based on the development of people’s Internet participation in China, topropose the methods to further advance the people’s Internet participation in China. Themethods are from the consideration of government guide and people’s Internet participation.On one hand, the government should change the idea of management, better the ElectronicGovernment, eliminate the digital divide, and combine the policy with supervision. On theother hand, educational courses of Internet and people’s political accomplishment should belaunched, so that the formal system of Internet debate will be set up, and also the mechanismsof people’s Internet participation in the public policy-making, which promotes the sounddevelopment of people’s Internet participation in China.
