The Research For Innovating The Center Of Political Cultivation At The District Level Of Hai Duong Province

The task of political theory education is considered as the important part in the Communist Party’s Thought work. This issue is affirmed by the founders of Marxism-Leninist in their theories and verified through the the world communist party’s movements. Vietnam Communist Party clearly realizes that, therefore, at the very first time of establishment and during the process of revolution leadership, it attaches great importance to the task of political theory education for the party members and people. The system of Party schools from the Central to local level is established and they are always enhanced and consolidated with continous reform, quality increase to implement that noble mission. However, due to New Age’s requirement, Party School at the district level is replaced by the model of the Center of Political Cultivation at the levels of the district, city, town under the province (called in general "the district level"), according to the Decision No.100-QD/TW date3/6/1995by the Central Secretary Board of the Session Ⅶ. This is the sharp and important tool of the authority to regularly cultivate the political theory for many cadres, party memebrs and the people.In Hai Duong, after15years of establishment and operation, District-Level Political Improvement Center of the Hai Duong Province has implemented their role, function and task under the support and concern of Provincial’s executive committees to make a favorable condition in all aspects of activities. However; during operation and new task process of implementation, The Center has revealed restriction, weakness which can not overcome with case solutions but it is needed to have a synchronous solution system for the present and permanent and it must have inteference of all levels and sectors.On the base of analyzing the relevant theoretical issues, the thesis " The research for innovating the Center of Political Cultivation at the district level of Hai Duong Province" will clarify some contents as follows:Firstly, the feature of task function, feature of machinery organization of the Centers of Political Cultivation Centers at the District Level of Hai Duong Province.Secondly, accurately reflect the real situation, evaluate the strong points, shortcomings and reasons, lessons, experiences and the given urgent isues require to innovate comprehensively the Center of Political Cultivation at the district Center of Hai Duong.Thirdly, propose some solutions to innovate, enhance the quality, comprehensive operation effciency of the Centers of Political Centers at district level of Hai Duong at the New Age.The author of the thesis hope that the research’s result will make contribution to the authority and committee of Hai Duong Province in taking the important decision in the innovation, comprehensive quality increase for the activities of the Center of Political cultivation at the district level to meet the new requirement and task.
