As a large agricultural country, China has at least600million rural populationswho might directly affect its development and future. Since the Reform and Opening upin1978, Household Contract Responsibility System has replaced the People’s CommuneSystem in the rural area, which greatly mobilized the enthusiasm of the farmers’production. Also, after the implementation of Village Self-Government, farmers’autonomy has been protected for a great deal. Therefore, building a new socialistcountryside requires us not only to strengthen the agriculture development and ruralinfrastructure, but also to improve the rural management system and to keep itsinnovation.“The Rich Governance” model is discussed in this research as village-levelgovernance.As a new mode of village governance model,“The Rich Governance” modelparticipate into China’s village governance from the very first experimental points. Ithas deeply impacted the promotion of rural economic development and the changes ofrural governance structure. This positive effect shows its feasibility and operability.However, besides of its profound impact, the disadvantages are also exposed: bribery inthe election, neglect of village governance, improper motivation of village officials andso on. All these bring rural governance and development the difficulty that needs tosolve, which are also academic focus.Currently in China’s academic, most researches of “The Rich Governance” comefrom the “elite” perspective and use directly the conception as an established theory model of governance. But it lacks of systematic analysis in the context of theconstruction of new socialist countryside. This research will propose related strategiesas reference for “The Rich Governance”...
