| The administration accountability system is a kind of specific system arrangement to realize democracy and construct responsible government in China, and it is also the important guarantee of promoting administration according to law. To set up and perfect the administration accountability system is beneficial to the construction of the responsible and based government, to cultivate a clean and efficient administrative team and improve the management level, to promote the reform of the system of cadre choosing and employment, to solve the problem of "promoting them but never demoting them", and it is also beneficial to the transformation of the government operation mode which will promote the development of political civilization.After the "SARS crisis" in2003, the government started the administration accountability system. Since then, although our government administration accountability work made some achievements, compared to the western countries, it is in the initial stage and has a lot of problems. Such as:the accountability subjects and procedures are not perfect, the accountability objects are not clear, the relevant accountability laws are short of break, and the administration accountability culture is lagging and so on. Then a series of events that happened in2008made this year "the administration accountability year", they also made the construction and perfection of the administration accountability system become an urgent and important problem for government management reform.According to the theory study of the administration accountability system, combining the current situation of the administration accountability system, this article puts forward some corresponding coutermeasure and suggestions:perfect the accountability subjects and the legal systems, clear the accountability objects, reshape the administration accountability culture and set the appropriate accountability procedures and so on. Through to these measures, the author hopes the government administration accountability system will be perfect. |
