Since the reform and opening up, as China’s economic development level ofthe continuous improvement, all kinds of companies, enterprises have obtainedthe considerable development, enterprise management is a discipline to study bypeople, and is increasingly mature. As an important component of themanagement of the human resource management also obtained great progress,becoming the company to expand business, so we must pay attention to science.As with all kinds of companies, enterprises are different in nature in the publicsector, its human resources management scientific level is still relativelybackward. As a " public product and public service providers " of the public sector,the level of human resource management affects its own development and growth,but also influences the country of each policy carry out. As the public sectorprimary health care institutions, the introduction or the traditional personneladministration pattern, modern human resources management theory ofknowledge application is still lacking. In the medical and health system reform isdeepened further in the context of basic medical and health institutions, humanresources management research has theoretical and practical significance.Yuncheng city is located in our country mid area, the economic hair of theprefecture-level city, medical and health development of the industry is still at theprimary stage, the grassroots medical and health institutions human resources management present situation has the certain representation. This paper attemptsto use the modern human resources management theory and practice experience,the basic medical institutions of Yuncheng city the current situation of the humanresource management, practice, Predicament and the way out to explore andresearch, and how to improve suggestion.In order to basic medical and health institutions of Yuncheng city humanresources management present situation to have a complete and accurateunderstanding, this paper uses the relevant theories of human resourcemanagement to the human resources management situation analysis, in order toreach to improve its human resource management experiences, promote thecontinuous development. Based on the Yuncheng city community medicalinstitutions human resources research, to Yuncheng city and similar areas ofexperience. Through the study, diagnosis, analysis, this paper finds that: Firstly,basic medical and health institutions in Yuncheng city health professionals cannotin quantity to meet demand; secondly, Yuncheng city basic medical and healthinstitutions personnel overall quality is low, human resource management isunreasonable, whether the total personnel distribution or titles and degreedistribution, there are many unreasonable places; thirdly, the preparation ofmanagement and primary care health team building can not be synchronized, intothe difficult and insufficient personnel problems exist at the same time; fourthly,grassroots health talent lack, staff instability, talent development and the structureof the situation is not suitable to the requirement of social development; fifthly,personnel recruitment and employment insufficient; Sixthly,appraisal system isnot scientific, subjectivity, can not achieve the intended purpose. Analysisof the reasons, mainly because the city grassroots medical and health institutions has long been practiced in traditional human resource management, idea is dated,failed to recognize the modern human resources management of the advancednature and the importance of human resource management of scientific, to acertain extent affected the local area medical service level.According to the investigation, research, diagnosis, this paper presents:Yuncheng city basic medical and health institutions human resources managementshould break the old concept of human resource management; should recognizethe importance of modern human resources management; science development inline with the local development of practical human resource planning; perfect thetraining system, encourage and guide a worker to develop self occupationplanning; improve traditional incentive measures and models, incentives playestablished role; carry forward the advanced culture to build to Yuncheng City,the basic medical institutions development, human resources management system.
