Culture is the soul of the executive administration. It directly affecis how the public view the role of government and its officers, duty, role, powers, and how to deal with other government departments and personnel relations; affect how government officials view as a whole, the government and its subordinate departments, as well as their own individual’s social roles, responsibilities and roles, how to deal with and to fulfill their administrative duties and so on. Since the reform and opening up, China’s political, economic, social, and cultural all areas of the development of world interest, people’s rights, democracy, participation and rule of law have been noticeably improved the ecological environment of China’s society has undergone enormous change.
