| China is an ancient country with5,000years of history, has a long history and splendid culture, rich in cultural and natural heritage. As material wealth of mankind, historical and cultural heritage records the cultural connotation of a nation, a region during a certain period of history, is living testimony to chinese ancient civilization, is a memory of past history, is a rich resource for future development. They are non-renewable resources, with important historical, artistic, scientific, economic and social value. However, with the development and progress of society, the accelerated pace of urbanization, the warming of heritage tourism development, they are facing serious threats, and some have been damaged or destroyed. Therefore, how to correctly handle the relationship between the long-term interests and immediate interests, tourism development and heritage protection, conscientiously strengthen the protection and management of heritage resources, has become urgent problems of the heritage resources development and utilization. The protection of heritage resources has become an important and urgent task in modern society.The paper uses literature research, survey research and system analysis, and deeply analyzes China’s historical and cultural heritage protection situation. The paper describes the concept, features, analyzes protection status of historical and cultural heritage, the relationship between development and protection, the act of local governments, and carries out in-depth analysis for the problems faced in the protection. Existence of these problems, invisibly adds risks and obstacles for the local governments protection. Therefore, the paper reveals the reasons of the problems and hazards through discussions and studies, and provides relevant measures and suggestions to solve the problem, as follows:to strengthen the cultural heritage legal system, to strengthen the supervision of the local People’s Congress, to strengthen local government’s self-discipline, to promot non-governmental organizations, the media and people’s active participation. |
