A Study On Social Security Problem Of The Lost Land Farmer In The "Two-for-Two"Policy Of Jiaxing City

Located in the coastal area of southeast China, Jiaxing of Zhejiang Province has achieved a stable and rapid development in social economy since reform and opening-up policy. In May2008, Jiaxing was listed as one of the three comprehensive reform for balancing urban and rural development in Zhejiang Province. Under this circumstance, Jiaxing launched a new policy of economical and intensive land-use called "two-seperations and two exchanges".After the policy implemented, farmers lose their lands, which is the most fundamental means of production and livelihood, the previous means of survival cannot adapt to the current lifestyle. Special social security policy should be made for this group of people to ensure their life quality, which is of great practical significance in solving the problem of agriculture, rural area and farmers, and promoting the harmony, stability and development of Jiaxing.With the methods as literature research, investigations, systematic analysis and policies analysis, the research carries out interviews and questionnaire researches on the landless farmers in Tianfu Village of Xincheng Town of Xiuzhou District, Yubei Village of Yuxin Town of Nanhu District, and Changhong Village of Wangjiangjing Town of Xiuzhou District of Jiaxing, obtaining primary knowledge on the living status of the landless farmers and their practical demands for the social security, then carrying out analysis on the problems underlying and the reasons. At last, it proposes the countermeasures of establishing "1+3" Social Security System for the landless farmers.The text can be categorized into4chapters as follows:The first chapter gives a demonstration of the objectives of the paper, the researching results home and abroad, the core concepts, the research contents, methods and technical routes.The second chapter illustrates the basis for the Policy of "two-seperations and two exchanges" and carries out the analysis on it from the perspectives as the theoretical basis, legal basis, policy basis and practical basis.The focus of this paper is laid on the third chapter. It makes descriptions of the existence status of the landless farmers from the perspectives of sample designing, questionnaire designing and investigation implementation, carries out illustrations on the general existence status and the specific existence modes for the landless farmers in the three villages as Tianfu, Yubei and Changhong. Moreover, it makes further analysis on the problems underlying in the existence status of the landless farmers under the Policy of "two-seperations and two exchanges" and the corresponding reasons.The focus of the fourth chapter is laid on the construction principles of the "1+3" Social Security System for the landless farmers and the illustration of the policy framework from the perspectives as Employment Security, Old-age Security, Medical Security and the Minimum Living Security. Starting from the feasibility analysis and the supporting measures from the legal, economic and equity levels, it proposes3policy suggestions as to clarify the subjects for property rights of rural land, to determine the scientific compensation standards and to establish the Informed Participation Mechanism of landless farmers.
