Promulgated in1993,"Interim Regulations on the national civil service" marking China’s civil service examination system is being implemented fully in the state. Examinations in recruitment for civil service starts late in china, and the development is not sufficient, so inevitably there are some problems, and the fairness of the examination is one of the problems. With the civil service examination competition becomes more and more fierce, the attention on the examinations in recruitment for civil service are continues to rise, and the fairness of examinations in recruitment put forward higher requirements. Presently, examinations in recruitment has a lot of problem, which has aroused wide concern among the public, especially the fierce resistance from the majority of candidates, these issue has caused wide public concern by the relevant departments. I believe that the fairness of the examinations in recruitment for civil service must be able to get a greater improvement with the support of people from all walks of life.First part of the paper starts from the basic concepts and theories of the civil service examination and fairness, and analysis the concepts, principles, procedures and significance of civil service examination, and the exposition of the connotation of fairness. The second part, I summarize and analyze the fairness of the major achievements of China’s examinations in recruitment for civil service, and pointed out three aspects:constantly improved of legal, the development of the support means, constantly emerging of institution innovations. The third part, analysis the lack of fairness on examinations in recruitment for civil service and presentation of specific factors, we know, the lack of examinations in recruitment for civil service reflected in aspects of the examination process, a phase or any negligence may affect the fairness. And I describe the fairness of the examinations in recruitment for civil service from five factors, the factor of the ideological understanding, the factor of the legal system, the factor of organizational protection, the factor of technology protection. The fourth part, I propose some countermeasure In light of the present problems in fairness of the examinations in recruitment for civil service For instance, pay more attention on education, and raises the cognition level; enhance the open information, and raises the open degree of examinations in recruitment; perfect the related law, lay the foundations of the law system; Accelerate the organization troop, provides the powerful Organizational Guarantee; Intensifying the supervision, and enhances the quality of the surveillance; put more efforts in ELT research, raise the scientific standards. Only trying our best in all the above ways can we make effective ensure on examinations in recruitment, and can we make effective guarantee on the fairness of the examinations in recruitment for civil service.
