Marshall Mcluhan, a noted expert in Media studies, hasdeclared that whatever technology tends to create a new humanenvironment. The changes with each passing day of the Internettechnology and the all-dimensional infiltration in differentlevels and areas of the society have created a completely newhuman living space undoubtedly. As a result, not only theexisting social structure has undergone a large transformationprocess, and great changes of all aspects of human productionand living have also taken place.The Internet, the main engine and a tool of the advancementof modern society, has some structural features, such asanonymity, immediate opening, interaction across time and space.With these structural characteristics, the Internet plays a great role in economic development, social functioning andinternational competition. In the meantime, the structuralfeatures of the Internet also cause many social problems. Theovergrowth of network anomie behaviors have now made a directchallenge to the construction of economy, politics and cultureall over the world.Under this context, Internet real-name system is introducedto the Internet governance in our country. Such a move is thatour government attempts to use Internet actively, developInternet scientifically, govern Internet according to the lawand ensure Internet safe. Internet real-name system has beenhotly debated over the past few years. So far, this ongoingcontroversy is still not reached a consensus. The implementationof the Internet real-name system involves the interests of ourgovernment, the industry and netizens, etc. Thus it can be seenthat the Internet real-name system has a long way towardimplementing fully.The focus of the pros and cons of the implementation ofInternet real-name system is on the positive and negative effects on politics participation. Therefore, the author suggests thatwe analyze the dual effects of Internet real-name system in theperspective of politics participation. Only then can we taketargeted measures to eliminate the negative effects of Internetreal-name system and prose reasonable and effective suggestionsto get Internet real-name system out of the presentimplementation mess.There are five parts included in this paper. The first partanalyses the formulation of Internet real-name system in ourcountry generally. The second part and the third part elaboratethe dual effects of Internet real-name system in the perspectiveof politics participation on the basis of studyingmulti-disciplinary theoretical research and empirical cases,and analyze the causes of the dual effects. The fifth part putsforward the countermeasures and suggestions to eliminatenegative effects of Internet real-name system.
