Since the reform and opening up,China’s rapid development of agricultural productivity,farmers gradually raise the living standards of rural society has undergone tremendous changes.However,the social structure changes and adjustments to the pattern of interests to bring a huge impact in rural areas,rural mass incidents have become increasingly prominent.These events have become the negative impact of affecting rural social stability and interference with the reform and development,thereby affecting to China’s socialist modernization as a whole.For rural mass emergency preparedness mechanism will help to strengthen the rural communities of the theory of emergency to prevent links will help improve the social management capacity of grass-roots government is conductive to long-term maintenance of rural social stability and overall stability in the country.This paper from the analysis of the current rural social background,analyzes the study of emergencies in rural communities of the significance of the preventive mechanisms,analysis of the rural population of the main types of unexpected events,manifestations and main features. the incidents of rural unrest analyzes the causes from the interests、the system and the government management for the same time,analysis of the feasibility of establishing a preventive mechanism.On this base, mainly explore how to resolve the incidences of rural in the period of the New Village Construction.To accelerate rural economic development,realize the farmer’s interests;to strengthen the system construction,safeguard the interests of farmers;to strengthen the government management,maintain the farmers’ interest,from this three aspects to resolve the incidences of rural.
