The Research On Social Intermediaries ’Corruption In Hunan Province And Its Treatment

Social intermediaries are social organizations which carry out the function of service, communication and supervision in social life between the government and market. As bridges and ties between the government and market, social intermediaries have active effects in socialist market economy development, government function transformation, deeper reform and opening up. However, due to the imperfect of market economy, inadequate transformation of government functions and incomplete of law system, social intermediaries exist the following problems, such as, the attachment to government, vicious competition, absence of honesty, and improper service. On the basis of illustration the connotation, main phenomena, characteristics and harms of social intermediaries’corruption, this paper introduced the development of social intermediaries in Hunan Province and pointed out the main phenomena of social intermediaries’ corruption in Hunan Province by case studies. This paper tried to find out the causes of corruption from informal institution, formal institution and implementation mechanism aspects. There are problems of values dislocation,’relationship’ culture’s popularity,’hidden rule’s influence in informal institution aspect; there are problems of unsmooth management system, imperfect legal system, weak internal control system of intermediaries in formal institution aspect; there are problems of the lack of supervision system, evaluation system, motivation system and other issues in implementation mechanism aspect. This paper tried to give corresponding countermeasures from the following three approaches:firstly, through education and other means to enhance the people’s moral awareness and promotion of the correct values so as to create a good social atmosphere and enhance social intermediaries capacity to resist corruption. Secondly, through the promotion of administrative reform, the reform of administrative examination and approval system, to improve the management structure, and continue to establish and improve relevant laws and regulations of the social intermediaries. Finally, by strengthening and improving the mechanism of supervision, evaluation, and motivation to build effective enforcement mechanisms, which helps increasing the cost of corruption and curbing the trend of the spread of corruption.
