This paper took two parts to carry on the analysis, namely the surface and underlying causes, as the reason for further investigation and elaborated the origin of the causes, which is also the innovation of this paper.The fifth part put forward some policy suggestions around "the due function of the government" on the base of the analysis above, hoping that can do some good to improve the construction of China’s public cultural service system.
