The Chinese Communist Party and government have established a long and arduous exploration for the Three Rural Problems since the foundation of People’s Republic of China. They achieved great success, and accumulated a lot of valuable experience, meanwhile underwent a lot of frustration. Since the Sixteenth Communist Party congress, the introduction of preferential agricultural policy has promulgated and become the important methods of promoting China’s agricultural efficiency, farmer’s income and rural economy. The central government has issued nine "The First Document" since2004, and these policies showed new changes, new features. But there are some implement bias in some degree between the performance and the policy establishment.This study showed that the benefits of agricultural policies in China included improving agricultural conditions, increasing farmers’ income, and also showing some new problems. The important factors were the obstacles in implementing the preferential agricultural policies and the farmers’reaction to the benefits that were brought by agricultural policies. Based on analyzing the awareness ratio and satisfaction with the preferential agricultural policies during the process of the implementation, we found the ineffective implementation of the preferential agricultural policies were caused by the "top-down" implementation of the preferential agricultural policies and the low quality farmers. Especially, the farmers, as the object of the Three Rural policies showed less enthusiasm, low self-esteem in the implementation process. Moreover, the lack of organized supervision to the primary enforcer was also the important reason of the implementation bias. The feasible solutions to the current dilemma were that enhancing the communication between police subject and object, playing the initiative role of farmers in policy implementation, strengthening the supervision to the implementation subject and improving the implementation quality of the Three Rules Polices. |
