Cities are increasingly becoming the center of human activity in today’s world.Its role has a significant expression in the economic, political, social, and culturalaspects. It is no exaggeration to say that the modern world has become a city-drivenworld. So building a city with strong culture and soft power is an important strategicgoal in the urban construction in China today. It is not only a new concept of urbandevelopment but also is a more advanced model.If a country really wants to become a powerful country, it should not only havethe hard power based on economic, but also the soft power based on culture strength.If there is no soft power, the country is just a shell of material. The country nomeaning and support can not be called real power. If a nation wants to stand in theworld’s advanced nations truly, it is not only has an economic body, but also a strongspiritual and cultural support. As a core component of soft power, culture has the mostpenetration. Thinking about the goal of urban construction from the cultural sense,grasping the sustainability of urban development from the cultural resources andpromoting the value of urban wealth from the cultural strategy, has become the trendof urban development in China in the new century. In May2007, Xi Jinping who wasparty secretary in office in shanghai made it clear that meeting the people’s spiritualand cultural needs continuously and enhancing the soft power of Shanghai’s urbanculture. And he also require that " based on promoting the overall development andsocial progress, we need culture be in a more prominent position and walk in theforefront of the development of socialist advanced culture, in order to speed up the’Four Leads ’, accelerate the construction of ’Four Centres’ and support powerfulideological guarantee, spiritual motivation and intellectual support for theconstruction of a modern international metropolis".Thus cultural soft power haveextraordinary importance In the city construction today.Different societies have different values, and the culture is representative of thecore values. Appearance of different values is closely related to the specificbackground of urban development. For example, through the improvement ofagricultural equipment, invention and use of the steam engine, expanding the railwaymileage and overseas colonies, Industrial Revolution was to new heights during theIndustrial Revolution in London. At the same time, its advocacy of business first,diligent accumulation, Sanctity of private property and the spirit of the city of global trade, had become the typical concept to promote the early development of capitalistsociety. Since the20th century, New York, as the impact on the world’s largest city, itsintegration, innovation, good competitive spirit of the city is summarized as "the spiritof New York", even its City portal’s name was named "New York Spirit".Tostrengthen China’s soft power building of urban culture, we must implementpeople-oriented scientific concept of development actively, and adhere to the socialistcore values in the21st century.Ideological and political education is always associated with a certain socialenvironment interact together and form relationships. As an important carrier andforms of the national ideology and moral education, ideological and politicaleducation are not isolated, but they are closely linked with the economic, political,social, cultural and other fields. Ideological and political education must take theinitiative to assume the responsibility of enhancing the urban cultural soft power, andplay its reasonable, positive impact, which has an irreplaceable role while ensuringour country’s mainstream ideology and the construction of socialist harmonioussociety. Therefore, it requires that we must play the role of the political lifeline of theideological and political education and adhere to the urban cultural soft power underthe guidance of ideological and political education.This paper attempts to study the urban cultural soft power from the perspectiveof ideological and political education, and explore the intrinsic link between softpower and the ideological and political education. Also the paper provides some newideas with construction of the urban cultural soft power from the perspective of thefunction of ideological and political education.
