It’s implemented by qualified social organizations and paid by government instead of holding by it. The government changed "producer" to "buyer" in public service form contract management. It’s a mainstream form in reforming the government’s management model in most countries. Public Service contract management do is a complex institutional arrangement which is complementary between government authority and market enchantment.This issue focuses on China, but looks the world, the target is to build up the basic framework of this paper and the content step by step, by combing literature, anglicizing of the relevant theory and practice, expert Interview and talking with government officials.
