China’s economic reform from the countryside, rural reforms had been carried out forover30years.30years, the social economy in rural areas once the unprecedenteddevelopment of the contractor from rural to rural infrastructure and organizational autonomy,have been regarded as a pioneer of China’s reform and hope. Elections and the autonomy ofthe rural organizations, seen by many as the commencement of the Chinese grass-rootsdemocracy and democratic politics in China began. Not only a large number of academicgroups and organizations involved in this concern, many foreign institutions and organizationshave a great interest in this. However, the rural grassroots organizations on the social andeconomic development in rural areas will have what kind of impact the development andreform of the rural grass-roots organizations is what kind? Selected in this direction, changingthe perspective of rural grassroots organizations, to explore the direction of reform of the ruralgrass-roots organizations.The research method mainly two methods of field research and literature research. As anarticle of rural grassroots organizations, the field survey is essential. To this end, I choseseveral villages in southern Hebei Province, as the actual research sample by means of oralaccess, file access, land surveying, to obtain first-hand material on the ground. At the sametime, draws a large number of documents. Reform and opening up, the difference of the statusof the rural grassroots organizations are grass-roots organizations, are the villagers elected,but because of the different available resources, the shape of the village organization, powers,functions very different. Some village organizations to become one of the large political andeconomic entity, some village organization is an empty shelf.This article consists of three parts of the content.The first part discusses the current situation of the rural grassroots organizations andtheir position in the political and economic activities in rural areas. Some villages of the SouthArea of site visits, combined with some of the documents to sort out the basic conditions ofthe rural grass-roots organizations; The second part discusses the rural grassroots organizations in the development ofdifficulties and problems. Through research, we found that, in the rural areas the prevalenceof several aspects: the township too much government intervention in the affairs of the village;unknown village committee the powers and responsibilities; weak villagers’ awareness ofdemocracy and autonomy, ability to participate in the management of village affairs notstrong; religion, clan, and some behind the remnant forces still exist; rural brain drain andother serious problems. These problems is the constraints of the main aspects of the ruralgrassroots organizations and rural grassroots organizations must first solve the problem.The third part discusses the future development path of China’s rural grassrootsorganizations. This paper argues that the rural grassroots organizations can not be understoodonly from the level of political reform, should be taken into account from the point of view ofthe economic and social development in rural areas. The first is to use every means topromote rural economic development, good economic foundation laid for the building ofgrassroots organizations; followed by the township government reform, the establishment ofservice-oriented local government, which is the political security of the rural grassrootsorganizations; from Rationalizing the relations of two committees to improve the villagers’sense of democracy, eliminate backward involved in thinking, to create excellent quality ofthe contingent of cadres in terms of rural social relations, adjustment and reform.Selected demographic profiles of several villages in southern Hebei Province, as a modelof the research involved in the content of the village, the economic structure, the compositionof the village organizations, village organizations and work. Through field surveys andliterature research, that the village organization, its powers are not only smaller than thecorresponding institutions of the people’s commune period, even smaller than the informalorganizations such as the Ming and Qing Dynasties, Bao Jia Jia. The vast rural areas inChina’s rapidly modernized in the process of social transformation was further abandoned theadministrative power to exploit the object of the Industry Group, the modernization of theChinese rural road will be more difficult.In order to be developed in rural areas, I believe that the key to rural development is notto strengthen the national management of rural or reduce state control of the countryside, butrather the state power to manage what kind of systems and modes of rural. Dilemma faced bythe current rural development to be overcome, from the institutional and managementpractices must be centers of power as the reality of rural township institutions reform, such ahierarchical bureaucratic administrative organization into the enterprise for the companyorganizations: bureaucratic management into the enterprise, business management; directmanagement by the state administrative bureaucracy in rural areas, into the eliteself-management in rural areas of rural communities. In short, we believe that by the townshiporganization of rural grassroots organizations, and into the elite management model, thereform of the rural grass-roots organizations will give rural social and power structure broughtabout significant changes, may be able to rural economic and social development to provide anew opportunity.
