Research On Social Accountability Problem About Cadmium Pollution Accident In Liuyang City Hunan Province

The administration accountability system of our country ensures that theadministrative agency and their public servants shall perform their duties ofaccountability.Its implementation plays an important role in improving thegovernment’s execution and credibility,and the construction of the responsibility ofthe government.Administrative power is closely related to the vital interests ofcitizens.Citizens are the subject in the administration accountability systerm.Theyhave the obligations and rights of social accountability. Our government graduallyrealizes the important position of the civil rights to know,to express,to participate andto supervise in a democratic society.This paper applies social accountability theory system and analyzes the accident.Combined with the situation of social accountability accident about cadmiumpollution in Liuyang City Hunan Province, I found that there are many problems,suchas lack of advance,course reward mechanism,social accountability oriented tend toperformance mechanism,low institutionalized and participation levels, limitedparticipants range and disorder behavior. After a deep analysis, there exists threereasons,which are that laws and regulations of social accountability are not perfect,social accountability mechanism is lack, social accountability culture isbehindhand.So with the current social reality,we can make feasible solutions to theproblems by strengthening the construction of social accountability legal system,perfecting the social accountability mechanism and strengthen the construction ofsocial accountability culture. We can believe that Chinese social accountabilityproblems can be effectively solved by implementating these measures.It makescitizens supervise the government and its officials successfully.
