| Government’s estimate of social impacts and decision-making for the majorprojects and engineering play a crucial role in the social development process. Thegovernment investment is a public project, it must be proceed from the overallsituation, under the premise of ensuring quality safety and construction safety, andthen it reflects its public welfare and service.In this paper, based on the infrastructure construction of Datong to Xi’anhigh-speed rail, I use data analysis, case analysis and comparative analysis, andthrough quoting the data of Datong to Xi’an high-speed rail to analyze passenger andfreight volume, financing, construction period, the investment estimates and nationaleconomic evaluation in detail. Finally, two programs are carried out: the purepassenger line program and the mixed passengers and freight line program.(1)In2020,the passenger flow in largest section of “DaXi†railway will be29.98million per year,freight flow in the section of Hanjialing to Shuozhou will be170.3million tons peryear (166.4million tons of them are coal); in2030, the passenger flow in largestsection will be41.92million per year, freight flow in the biggest section will be178.5million tons per year (171.5million tons of them are coal); the frequency of passengertrain will be113times per day in2020,162times per day in2030;(2) Financingmainly from the railway construction fund, the national development bank loans,issuing railway construction bonds, State budget special fund, corporate self-financingand utilization of foreign capital.;(3) The construction period is4.5years;(4) The totalinvestment budget is100.19billion Yuan, in which the static investment is86.3billionYuan, the interest of loan in construction period is4.8billion Yuan, liquidity is090million Yuan, and locomotive purchasing costs is90million Yuan;(5) Evaluation ofthe national economy: the people’s livelihood, social, economic benefit. The purposeof this paper is to research the basic reason of the “DaXi†high-speed rail construction,and to carry out feasible solutions to improve the of “DaXi†high-speed rail programs;profoundly absorb the Beijing-Shanghai "723" accident, set up the effective securitymeasures; the “DaXi†high-speed rail construction has fully confirmed the rationalityof government decision-making, scientific and effective.“DaXi†high-speed rail is anew line, it has not only led the social and economic development, but also connected the old lines and promoted the local economic and large-scale development of western,and therefore the government investment in building the “DaXi†high-speed railproject is very necessary. How to ensure that reasonable decisions can be reasonablyimplemented is the most important thing in government decision-making, we mustadhere the "safety first, prevention priority, integrated management" to strengthenrailway safety management, improve and perfect the high-speed rail regulationsstandards, strengthen railway emergency management, and overall optimize the layoutand development of high-speed rail planning. China has proposed two types of society,namely “resource-saving and environment-friendly society ", therefore in theconstruction of the “DaXi†high-speed rail, we have to ensure the balance of theecological environment and prevent the loss of soil and water, at the same time weshould set up water and atmospheric environmental management stipulations; noise,vibration and solid waste management stipulations to protect ourenvironment.Through the research of “DaXi†high-speed rail construction, we canbegin to know the project decision-making investment theory is the guidelines of theGovernment’s investment operations. Project decision-making is directly related to thecost of the project, investment results, and the success or failure of the projects. So thegovernment with high performance cannot directly involved in the construction ofpublic projects, but under the premise of the financial investment to providereasonable, scientific and practical decision-making mechanism is the most importantthing in order to achieve better public benefits. |
