The official portal website is the integrated window and platform on whichvarious governments released information,provide service and interact with thepublic on the Internet.In the critical year of2012,after the revocation ofHuangpu District and Luwan District, new Huangpu District is facing the overallintegration of E-government,and “Shanghai Huangpu†official web portal isfacing the task and challenge of revision and optimization. During the process ofplanning and design,the key and difficult problem lies in how to meet the needsof the public and how to promote the service level and efficiency.This thesis firstly analyzes the theoretical foundation of the construction ofgovernment portal website.On one side,the official portal website constructionof a public service-oriented government should be based on the publicsatisfaction as the goal.Its performance should also be measured by the publicopinion.On the other side,according to “customer oriented conceptâ€, the maincontent of the New Public Management Movement(NPM), quadrifid graphsmodel on the customer satisfaction,which is widely used in enterprisemanagement,can also be introduced to the management of government portalwebsite.This thesis tries to establish the analysis framework based on thequadrifid graphs model of the public satisfaction to the government portalwebsite,in which the website column is set up as the inspection index and theimportance and satisfaction evaluation from the public perspective as the twomeasure dimensions.Secondly, a field survey with random sampling was held on publicsatisfaction to "Shanghai Huangpu" official web portal.15existing core columns on the website were picked up to build an evaluation index system.Then questionnaires on the importance of and satisfaction to each column weregiven to the public to obtain the data of the quadrifid graphs model,according towhich the current situation of the public satisfaction to each column can beanalyzed and the existing problems and preliminary strategies of the websiterevision can be found out.Thirdly,the thesis selects Singapore government official portal and “BeijingChaoyang†web portal,both of which are outstanding in the basic constructionidea of “user demand orientedâ€, as the overseas and domestic excellentgovernment portal website to provide reference and enlightenment.Finally, on the basis of the theories, empirical analysis and comparativestudy,the thesis put forward some feasible and operational countermeasures tothe revision of “Shanghai Huangpu†official web portal including the generalidea of strengthening the concept of “service-oriented†and extending theconnotation of public service, focusing on the reconstruction of “governmentaffairs hall†and “convenience service†so as to provide comprehensive,convenient and efficient service to the society and improve the publicsatisfaction to the portal website. |
