Reserch On The Path Of Promotion To The Property Declares System Execution In China

The property declaration is a basic system, which can effectively regulatethe conduct of officials, prevent corruption and is proved to be an effective anti-corruption tool by practice. The establishment and implementation of propertydeclaration is required by the modern democracy, which is also required toimprove the people’s trust in government. Improving anti-corruption systemexecution is major initiatives and innovative practices in the new situation.Effectiveness of the property declaration system depends on both theformulation and execution. Now our country officials’ property declarationsystem become formalistic, the execution is obviously not enough. From thedevelopment of corruption cases, our property declaration system didn’t have aneffective early-warning function in the aspects of inspecting official’s propertycircumstance, prevention and suppressing corruption. Anti-corruption is stillfacing serious challenges.This article defines some concepts of execution of the property declaration,and describes the development of property declaration system in China. Theresearch on the property system is through relevant theoretical background insociology, the support of the theory and practice, the use of literature,comparative studies, system analysis, interdisciplinary research methods andexecution analysis model. The execution of the system is an effective "integratedforce.” which combines the implementation of state of mind, executive roles,implementation tools and implementation processes. This article finds theweakening of China’s property declaration system execution factors from theelements of psychological attitude，perform of role, system tools, organizationalprocesses, and analysis of China’s weak enforcement of property declaration system of objective and subjective reasons, which forms the model of the statusof the property declaration system.By applying the theory of social attitudes, social role theory, systemanalysis theory and privacy theory, the article provides inspiration and ideas toimprove the path for reformation of the declaration of property. The articledisplays four reasonable suggestions including the building of psychologicalconsensus, the orientation and training for the performance role, the completionof the system, and the clear and detailed implementation process, depending onChina’s national conditions, property declaration system implementationpractices, and the experience of some foreign countries.
