One cann’t survive without integrity as well as a country won’t be strong without credibility. In recent years, the phenomenon of dishonesty is more and more serious. Our social credibility is facing an unprecedented crisis. As the pillar of social credibility, the government credibility has also been questioned. With weak consciousness of honesty and awareness of responsibility, Civil Servants’ frequent corruptions bring the result that the problem of dishonesty becomes the focus of the whole society. As the key elements to reflect government’ spirit. Civil Servants’ credibility will directly causes an impact on the image of government. It also seriously affects the construction of social credit system. So, according to our national conditions, strengthening the construction of Civil Servant’s credit is not only the main idea for responsible government, but also the due behavior for socialist harmonious society.Macro proposition should always need microscopic implemention. There’s a long way to go to build the Civil Servants’ credit system. It is very necessary to filter and purify the atmosphere of Civil Servants’ dishonesty depending on the actual effective system. With the perspective of Civil Servants’ integrity, this paper explores effective way of Civil Servants’ credit construction from the institutional system level. It arranges its structure with the ideas of "raising the problem、analizing the problem、solving the problem". The first chapter introduces the background and significance of this topic. Also, it reviews the research situation, the main ideas and methods, the innovations and limitations. The second chapter is the general theoretical analysis. Starting from the basic conceptions, this chapter expounds the theoretical basis of the construction of Civil Servants’ credit system. The third chapter is the analysis of current situation. It summarizes the achievements having been made and the existing problems in construction of Civil Servants’ credit system. What’s more, it analyzes the reasons from various aspects. The fourth chapter is the analysis of international experiences. Based on the concrete practices in Finland, the United States and Singapore, it summarizes the revelations for credit system construction that is suitable for China. The fifth chapter proposes some countermeasures and suggestions. It puts forward some simple suggestions for the construction of Civil Servants’ credit system from three aspects, such as the conceptual level, the normative level and the operational level. As a preliminary exploration of the construction of Civil Servants’credit system, it hopes to play a valuable feedback function.
