Our social credibility is facing an unprecedented crisis. As the pillar of social credibility, the government credibility has also been questioned. With weak consciousness of honesty and awareness of responsibility, Civil Servants’ frequent corruptions bring the result that the problem of dishonesty becomes the focus of the whole society. As the key elements to reflect government’ spirit. Civil Servants’ credibility will directly causes an impact on the image of government. It also seriously affects the construction of social credit system. So, according to our national conditions, strengthening the construction of Civil Servant’s credit is not only the main idea for responsible government, but also the due behavior for socialist harmonious society.Macro proposition should always need microscopic implemention. There’s a long way to go to build the Civil Servants’ credit system. It is very necessary to filter and purify the atmosphere of Civil Servants’ dishonesty depending on the actual effective system. With the perspective of Civil Servants’ integrity, this paper explores effective way of Civil Servants’ credit construction from the institutional system level. It arranges its structure with the ideas of "raising the problem、analizing the problem、solving the problem". The first chapter introduces the background and significance of this topic. Also, it reviews the research situation, the main ideas and methods, the innovations and limitations. The second chapter is the general theoretical analysis.
