Abstract/Summary:
In information technology, globalization, information technology is an unprecedented influence and penetration, inexorably changing the economic structure of society, production and lifestyle. E-government is not only a core of information technology is the core component of the information society. E-government construction and development, promote the transformation of government functions, saving administrative costs, improve administrative efficiency, increased government services, fairness, impartiality and transparency. E-government project of the government system, functions, work methods for the implementation of a series of changes based on the successful projects, we can see the success of e-government projects a greater impact on human factors. As a high-risk IT projects, e-government project mainly poor organization, poor coordination, lack of planning and control, project implementation division of labor is unknown, the project cost estimate of large deviations, resources, difficult to share and so on, so, based on e-government projects side human resources management is worthy of attention and study.By the actual e-government project survey of status quo side of human resources, analysis of e-government project development and management of human resources side of status quo for existing problems, combined with practical project case, the construction side of e-government project development and management of human resources empirical analysis, and strive to build e-government projects around the side of human resources management should be system configuration, functions, roles, permissions five elements to achieve a breakthrough and innovation management, the initial formation of e-government projects side of human resources management system for e-government project management innovation. Human resources management for e-government project to provide reference and basis for decision making, and hope that after conversion of the outcome, the specific practices reduce costs, improve efficiency, to seek the best economic and social benefits for e-government projects.
