Technology changes our life. With the popularity of network, there are increasingly consumers who choose on-line shopping, participating in online transactions. Due to the particularity of the transaction, the original legal system designed for conventional transactions can hardly play due its due role. Consumers’ legitimate rights and interests protection encountered new problems. As a result, more and more transaction disputes emerge. Why the consumers are on a more disadvantageous status? What influences and challenges do online transactions have taken to the consumers’ rights? How to establish a fair and honest consuming environment? As a regular On-line shopper, I deeply feel the disadvantaged status and the difficulties of asserting rights of consumers. Thus, I came up to the idea of writing this article.This article is divided into three parts. The first part is about the basic theory of on-line transactions, Firstly, I relate the reason I chose the term "Network Transactions", and its definition and classification, and limit the scope of the study. Secondly, for indicating who are the consumers that need of special protection of the law and who are the operators in the Consumer Protection Act, I define the consumers and the operators. At last, I summarize the main features of the network transaction:virtual and breadth of the main object of particularity, the particularity of the contract, precisely these characteristics lead to the problems of consumer protection in on-line transactions.The second part is the problems of consumer protection in on-line transactions. Compared with traditional transactions, online consumers’ right—the right to know, the right to security, the right of fair trade and the right to claim—are more vulnerable to abuse, so we need to strengthen consumer protection in every stage of on-line transactions.In The third part, I, respectively, advance the measures of strengthening consumer protection of every stage of on-line transactions—before the on-line transaction, in the process of on-line transaction and after on-line transaction. In my point of view, there are some measures should be adopted to protect consumer’s right, such as the networking market access and exit the system, the scientific and rational system of cooling-off period, and convenient proceedings. If these we take these solutions, asymmetric information will be eased, and the rights of consumers’ will be excellently protected.
