Ethics and morality in International Relations are based on the sum of ethics and norms, which constraint and influence on the relationships and behaviors between international actors in international community. In the development history of the International Relations thoughts, ethic and morality are eternal themes, cannot be neglected any times. And Realism, Liberalism and English School all pay attention to this field. For the United State, as a particular country emphasis on ideology, the significance of ethic is more apparent in the process of foreign policy formulation and implementation.The paper uses cases and interpretation research methods, to explore the origin and specificity of ethical thoughts in U.S. foreign policy, on the base of a brief summary of the United State ethical practices, to analysis pathways and effects of the ethical and moral elements in U.S. foreign policy by policy makers and public. The basic point of view is that ethic and morality in United State have their own unique history and cultural origin, which penetrate the American diplomatic thoughts all the time; it is particularly important to make a U.S. foreign policy comprehensive assessment.Based on the above considerations, the paper mainly discusses the following aspects:The first part mainly introduces the historical development and significance of ethics and morality, in the context of the development of international relations thoughts. Discussion about the meanings of ethics and morality in International Relation though three kinds of theory:Realism, Liberalism and English School.The second part explores source of religious and diplomatic culture, on the basis of meanings of American ethic and morality, and the special performance of American religious secularization.The third part is the case illustrations, gives a briefly summary of the application of ethical and moral elements in U.S. history, from oversea expansion to the new order postwar world.The forth part make a detail discussion about the means and effects of ethics and morality on U.S. foreign policy. To sum up, the ethical and moral factors influence on U.S. foreign policy through three levels:foreign policy goals; the mechanism and process of foreign policy decision; the attitudes of public towards policy decision.
