On the basis of Marx theory of system of ownership, and from the experience ofthe Soviet Union, after the founding of new China, the rural land reform and thesocialist transformation of agriculture, our country established a collective ownershipof rural land. This system before fifty time metaphase has played a big role, but lateras a result of the Party Central Committee leaders who are" left" errors of seriousthought, launched the" great leap forward" and the movement of people’s communeis arisen with development, which at that time did not adapt to Chinese rural andagriculture caused serious influence, also gave us a profound lesson. The ThirdPlenary Session of the eleven Committee of the Communist Party of China is held,opened our country rural land system reform. The Party Central Committee in thesummary of Mao Zedong era of collective ownership of land and the advantages anddisadvantages of basis, combined with farmer oneself exploration experience, putforward the household contract responsibility system of this great idea. After theimprovement in theory and practice, we established the household contractmanagement as the basis, the system of unified management combined with thebasic agricultural management system.China’s rural policy is still in the contract with the family manage for thefoundation, the system of unified management combined with the making andimplementation of the framework. In this paper, through Marx’s ownership theory tothe analysis of China’s rural collective land ownership reform rationality and inevitability, and then in the hold to rural land collective below all premise, combinedwith their concept and the farmer income of real change, from system, policy, farmeroneself, put forward a series of strategies of increasing peasants’ income andsuggestions.
