The Study Of The Transformation About The Governmental Administration Mode Under The Informationizational Background

The development of IT. especially network technology, is changing people’s transmission of information, interpersonal communication and social organization formed for thousands of years, and impacting the way of social life and government operations profoundly. The development of information technology is always be associated with the change of government management model. The change of government management caused by the IT, promotes the contemporary global government management gradually shifts from the traditional model of industrial society to a new government management model in the information society. Under the background of the informationizational, the development of IT provides the technical basis to the change of governance concept and paradigm. Information technology has become one of the leading force in promoting government reform. Sharing of information resources and decentralized decision-making, enhances the autonomy of the social groups and the majority of citizens in the social power structure. Cooperative governance has become possible. But, the explosive growth of knowledge makes the government’s original mode of management and operation to play its due forces and effects more and more difficult.At present, the construction of information in China has gone through more than10years. China is on the stage of "from disorder to order, from chaos to specification", the reform of the political system and the government structure slowly opened. It is particularly necessary and urgent to seriously sum up and explore the role of information construction in the reform of government model.Based on the perspective of public management theory, this paper attempts to start from the reform of governmental administration mode, to analyze the role of information technology in the reform of government management mode, draw the introduction of the information technology to the field of public administration. This paper attempts to find an effective way to perfect the construction of information technology, promote the change of government management mode, achieve the goal of promoting both information technology and innovative government management, raise the overall goal of sustainable development, through the conceptual representation of the information technology and government management model, identifing the challenges of the information on the traditional mode of government, describing the address information of the importance of reform of government management mode and information technology since the administrative reforms practical significance, achievements and shortcomings.View of three major issues currently facing our government management mode change:because of the insufficience of rational bureaucratic system model construction, need to strengthen its normative; because of the inefficient government, need to improve government efficiency; because the management philosophy behind the government, need to enhance services and legal awareness, I believe that the key of our government management mode change is promoting administrative efficiency on the basis of enhancing the standardization of construction. It is concretely to say, improve China’s bureaucratic system by fully learning the advantages of rational bureaucracy; update the concept of government management by the introduction of new public management theory to adapt to the rapidly changing information society and information expansion; implemente government information by the introduction of information technology and the standardizition and streamlinece of government management processes. Establish e-government by promoting government information; establish the rule of law-oriented government by drawing on the advantages of rational bureaucracy, establish the service-oriented government by introduction of new public management theory. Ultimately, we will establish e-governance model trinity with e-government, rule of law-oriented government, and service-oriented government. To achieve to milestones of Chinese government management model, namely:the flattening of the government management system, superior-subordinate information spread faster, and the low rate to information distortion, power on the primary sector, the implementation of policies higher; breaking the bar between the departments block segmentation, full use of information technology, maturity inter-departmental business collaboration process; sound legal system, rule of law, the performance appraisal system; information public high degree of government departments, the administrative process to transparent, predictable, public, government departments and public good interaction; public policy formulation and implementation of flexible, able to effectively adapt to the new situation and respond to new challenges.
