In the new globalization era of coexistence and competition, all countries and regions compete to relatively separate their domestic markets with various methods. However, means such as increasing tariffs, import restrictions are contrary to the spirit of free trade on earth, so the use of these means becomes more and more inconvenient and has been gradually abandoned by the national government. While the anti-dumping measures, easy to operate, flexible and effective, and rarely the cause of international retaliation, are valued under all these advantages by the government. Their implementation and application is getting much more popular and even to say to the degree of worse. Compared to the developed countries, we have lagged behind for years concerning the understanding of anti-dumping. The shorter history of practice and slow late legislation have become the unchangeable flaw. Fortunately, the development of China’s anti-dumping is growing rapidly and the progress is made owing to the great concentration and dedication of people from all walks of life. Nevertheless, competing the developed countries, our learning path of exploration is still very long.To learn more about dumping and anti-dumping, we must have a comprehensive understanding. Questions, such as why they are so prevalent, how they developed and are developing, what effect can be raised to the economy and trade by its implementation, how they work to our trade exports and imports, what is its acting process, and how we should deal with it or use it to resist foreign unfair treatment and eliminate detrimental harm to our national industry, should be known clearly from its basic theory. In addition, we should also be familiar with the international anti-dumping rules, by comparing and making-up, constantly improve our country’s anti-dumping skills.This article focuses on the theoretical study of the anti-dumping laws, from basic dumping definition and evolution to the economic impact of anti-dumping and procedures, measures, introductions,etc. The theory concentrates in the first chapter and second chapter. Chapter Ⅱ, by comparison of the WTO anti-dumping Code, the U.S. anti-dumping laws. the EU anti-dumping rules and China’s People’s Republic of China on anti-dumping and countervailing regulations, is mainly about to sum up a popular legislative trends of the international anti-dumping, but also a glimpse of the face reflected in the international anti-dumping laws. This section describes the procedural provisions of the international and domestic anti-dumping and how to determine the existence of dumping and the adoption of dumping measures. The two theory parts contain some small pieces, each is more comprehensive fullness and more deeply interrelated added.After the theoretical part, in accordance with the principles of the theory to guide practice, Chapter III of this article investigates China’s current anti-dumping situation. And in the fourth chapter, the author goes with case analysis to take apart the problems that China’s enterprises have encountered. Then there follows some suggestions about how to respond on the whole and the details to increase the rate of successful cases and reduce the inevitable damage degrees. In all, government, business and industry organizations should cooperate together, the State Services agencies should accelerate the system construction, enterprises should continue to study international trade and marketing methods; by details, enterprises should be familiar with the program details in the process of dumping prosecution and the respondent, and fully ready for each step and do a good job of forecasting, assessment and co-ordination.
