Study On The Optimization Of Shandong Coast Defense Management Mechanism

This paper starts with changes in the coast defense management in the new era, and points out some problems in Shandong coast defense management mechanism. Then it studies the relationships of different groups in coast defense management based on theories of Cross-agency Collaboration, Holistic Government, and Interorganizational Network, and uses some achievements in government coordination mechanism for reference. And it attempts to build a coordination mechanism mode adapt to current coast management tasks.First, this paper describes concepts, tasks, and leadership system of coast defense management. Second, it introduces geographic environment, history, deliberation and coordination agencies, and participation subjects of Shandong coast defense, and points out current problems and the necessity of optimization. Then, this paper introduces integrated management experience of some coastal countries such as the United States, Korea, Japan and Indonesia, and points out their advantage worth of learning through comparative analysis. It also introduces the reform process of coast defense management in Fujian, Liaoning Province in our country, and shows the setting of coast defense management body in11coastal provinces (municipalities and autonomous regions) in form of charts, then summarizes the reform trend of coast defense management mechanism in local government. Finally, this paper proposes optimized countermeasure of Shandong coast defense management mechanism from the aspects of organization model, system construction and legislation assurance system. That is, improve the authority of the Coast Defense Committee; ensure it has the status of comprehensive co-ordination center; formulate the overall objective and the sub-objectives;improve a scientific coast defense management joint meeting mechanism and a normalization mechanism of combined maritime law enforcement; establish a comprehension coast defense management information processing system and a oversight system involving marine departments; promote the comprehensive legislation of coast defense management, and establish a pool of experts of coast defense management policies and regulations.This paper aims to establish a coast defense management mechanism adapted to Shandong Province in new era. It has some theoretical significance and practical guiding significance to solve the problems of traditional work patterns and to reform the coast defense system.
