To Realize The Equal Basic Public Services In The Western China Way And Countermeasure Research

More than30years of reform and opening up,with the rapid development of economy, the people’s living standards improved and social-type transition from survival to development,people of the basic public service needs not only grow day by day but also have a higher level of requirements.However,due to the economic development of our country not harmonious,basic public services in the non-equalization between regions is more serious,especially the west and east area in the obligation education,medicine and health,social security and other basic public services gap is very big. Basic public servicesof the western region is a serious shortage of supply,it not only to meet the people’s growing material and cultural needs,but also can’t let the western people like the the eastren people share in the fruits of reform and development,which influence social justice and go against the social harmony and stability.Our country is in the key period of all-ruond construction of the well-off,in view of this prominent contradictions,in order to improve the supply of basic public service,satisfying the people’s needs,realize social justice and promote social harmony and stability,the article to the western equal access to basic public service as the research object from the perspective of social harmonious development,inductive basic public services related concepts,discuss the basic public service equalization related theory,compared with western,eastern and central regious in the basic services of the differences,analysis the reason of non-equal basic public services in the west,reference the experiences of developed countries about realizing the basic public services equalization,put forward the principles and guidelines of the western equal access to basic public service,further put forward through improveing the basic public service system,promoting the public finance system reform,establishing equal access to basic public service laws and regulations,building a service-oriented government and so on to realiza of equality of basic public service in the west and promote harmonious development of social justice.
