| China is in a period of social transition, with the rapid economic growth, the growing differentiation of interests and the rapid social changes and social disputes in large numbers, social conflicts flared up, a large number of public emergencies have deviated social life from the normal track, causing social turmoil, causing enormous losses to the country’s economic and people’s personal and property safety. It is a big challenge for governments at all levels to handle the public emergency,to put the event development under control in the fastest time, to reduce the casualties and property losses and to maintain national long-term interests and public trust in government. Therefore, through developing contingency management research for local government public emergencies, build and perfect public emergencies prevention and treatment, and continuously improve the ability of prevention and public emergencies, is actually significant to protect economic development and stability of political for the region and whole country.In this paper, firstly, the related theory of public emergency managementand and the meaning of local government to strengthen the Public Emergency Management; is elaborated. Secondly, analyzes the problem and reason of public emergency management of local governments,with Batou city emergency management as an example. Finally, it puts forward the feasible countermeasures of improving public emergency management of Baotou governments, so as to provide some references to establish and perfect the emergency management for Baotou governments. |
