Freedom of expression is a cornerstone of democratic politics, but also the fundamental rights of citizens, the development and progress of human society has a great significance and value. In short, freedom of expression is language to express their own thinking and awareness, citizens can make use of the right to freedom of expression to express dissatisfaction and criticized the ills of society, only to express their ideas, these ideas is likely to be the adoption to change the status of society, promote development and progress of society and the State. Therefore, democracy and the rule of law in the country will develop a series of political measures and laws to protect citizens’ right to freedom of expression. Limited free will, freedom of expression is not absolute freedom, the law will restrict freedom of expression. In practice, the express right to freedom of will and public interest, national interest and the rights of others in conflict, the judiciary in the protection of freedom of expression at the same time, should also measure the value. However, the limit order to better safeguard freedom of expression, restrictions are a means of protection is the goal.This article consist of five parts:The first part of the citizens expressed an overview of the right to freedom, introduces the basic theory of freedom of expression, including the concept and value of freedom of expression. The second part is the freedom of expression protection, mainly on the political and legal security to express the exercise of the right to freedom. The third part is the limited freedom of expression, the main analysis of the jurisprudence of the limit and cited the reason in practice can restrict freedom of expression. The fourth part is mainly explained the principle to be followed by the c constitution and the legal regulation of freedom of expression. Part Ⅴ shows that our right to freedom of expression and problems, and some suggestions and ideas.
