Reaserch On China’s Housing Security System By Jurisprudence

House is irreplaceable necessity of human being, housing problem is the key issue of livelihood and social harmony. The legal system of housing security has established recently, but there are some problems in practice. These phenomena will seriously affect our social stability, and a citizen of the government’s confidence crisis led to the social justice. The definition of the right to housing is that everyone has the habitant right which is above the minimum standard to maintain his dignity life. Housing right is one of the basic human rights. And the government should establish a reasonable housing security system to protect low-incoming people Therefore, Countries should formulate the law of security of the house, and definite the government’s obligation, and learn from the developed countries’ experience to improve the legal system. And also, the establishment of housing security system should achieve the goal of social justice. In the development of the housing security system, the difference principle need to be followed:transferring part of the income of high earners to low--income people appropriately, making sure the pool who are in the most disadvantaged living condition could enjoy the greatest possible benefit of housing; regulating the distribution of social and economic benefits to establish a multi-levels housing security system with accumulation fund, utility apartments and low-cent housing system.
