The Research On Citizen Participation In The Building Of Administration Procedures

With the rapid economic development, the social affairs and economic affairs ofcontemporary state become increasingly complex, the executive power grows moreand more uncontrollable, and the civil rights are being threatened. The ideas ofbuilding an administrative procedures system so as to controll the administrativepower with procedures have begun to enter the field of administration in our country,and the building project has been gradually put into the agenda of all levels of ourgovernment and legislative agencies, and in some areas has made some achievements.However, the current building of the administrative procedures is still under thegovernment-driven model, in this model, the Government has a great voice andcontrol over the issues such as which route to take or how to build the administrativeprocedures. And what’s more, the citizens, as the direct stakeholders of theconstruction of administrative procedures, due to many reasons, have littleparticipation passion in the construction of the administrative procedures, and arebeing lack of influence, can not fully express their own wishes and demands ofinterests. In this case, the final completion of the administrative procedure system isalso very likely be reduced to its major makers, the government, and even becmewhose "King terms".To solve this problem, firstly we viewed the related theory, gave a clear systemdefinition of the building of administrative procedures, dividing which into threelevels including the concept building, legal building and mechanism building, andclearly pointed out that the construction of administrative procedures is not just aslogan or a slogan, but is a need for substantial investment and long-term constructionof systems engineering. After that, the paper analysed the detailed forms and contentsof the citizen participations within the building of administrative procedures, andproved that is indispensable; then we fully studied the status of our citizens’participation in the building of administrative procedures of all levels, and found thatin our citizens’ mind the concept were weak, and the paritcipation show significantlyinadequate whether in extensive or in depth, and the mechanism were flawed; then wemade a detailed analysis of the reasons that led to problems of participation, grouped3major reasons related to the traditional political culture, own quality of citizens andsystems; finally, on that basis, for the aforementioned problems, we put forward some countermeasures to improve our citizens’ participation in the buliding ofadministrative procedures, which include four major points listed as below: fosteringa civic culture of the new era of political awareness and participation, cultivatingqualified participatory citizen, opening new channels and form by which the citizensparticipation in administrative procedures could be enhanced, and constructing orestablishing the mechanisms and systems to support citizen participation in theconstruction of administrative procedures.
