| China is a country of large population with56nationalities. There are9.6million square kilometers of Chinese territory where inhabited by various ethnic groups of brothers and sisters. Diligent and brave, forging ahead in unity and making concerted efforts, they use their youth and blood to make the socialist course develop rapidly and sustainably under the leadership of C.P.C. and Chinese government. The construction of civil servant capacity in minority areas is not only the important guarantee of accelerating sound and fast development of frontier areas’economy and society’s long period of stability, but also the objective need of promoting the reunification of the motherland, advancing the cause of national prosperity and development, and social harmony and stability. The thesis aims at providing solid theoretical support for cultivating a large number of national administrative professionals with both ability and political integrity and realizing the grand strategic objective,"powerful nation of talents, leading power with talents".The thesis analyzes this theme of "construction of civil servant capacity in minority areas" deeply on the primary perspective of competency model construction. First, it, using statistical method, puts forward three dimensions of competency model and twenty-one competency characteristical factors by constructing competence model of civil servant capacity in minority areas. Then on the theoretical basis of influencing factors of civil servant competency model in minority areas, it interprets the current situation of civil servant capacity construction in Xinjiang Uygur Autonomous Region and draws on valuable experiences of civil servant capacity construction in developed regions at home and abroad. Lastly, it concludes countermeasures and thoughts of civil servant capacity construction in minority areas:it is, in the first place, to formulate plans of civil servant capacity construcion; secondly, it is to optimize the model of education and training for civil servants; thirdly, it is to innovate the system of civil servant capacity construction; lastly, it is to improve the mechanism of civil servant capacity construction.
