| Security is a basic human survival needs. Creating a safe environment for its citizens isone of the basic requirements of building a socialist harmonious society and the importantduty of local governments. The evaluation of government performance cannot neglectevaluating of the level of social security. Evaluation of the degree of social security,particularly the level of law and order, can basically from two angles of the objectiveindicators and subjective feelings of the citizens. Therefore, the public satisfaction must beintroduced in the research of social security.As the methodology of research, this paper systematically described survey system andtheoretical methods of the service in the third-party evaluation of the overall performance oflocal government public satisfaction, following the "why survey→investigate what→howto implement the outcome （application）" logic of ideas. The paper first define the problem,summing up research on the content and methods of study; and then points out the generalconcept of the satisfaction surveys，focusing on an analysis of the elements of the concept ofmodeling and path. based on this study, the paper explores the design of satisfactionquestionnaires as well as ways and means of optimization of the scientific design of thequestionnaire; furthermore, take Guangdong as an example, the paper describes investigatingway of survey, the sampling and quality control methods; the paper introduces statisticalmethods and analysis, analyzes the application of survey results and data in the overallperformance evaluation; at last, the paper discusses ideas and solutions for a number of keyissues of the obstacles. The authord has participated in the2010,2011two years Guangdongpublic satisfaction survey presided over by the instructor. Therefore, some of the findingsbecome the data sources for this study. |
