| Since the mid1980s, China has undergone tremendous changes in socialadministration in urban areas. With its function changed, the government hasgradually stepped out of public service area. Meanwhile, the growing demand fordiversified and specified community public service has resulted in increasing intenseconflict between limited resources of public service and extensive needs of thecommunity. Consequently, a wide variety of social organizations begins todemonstrate their presence in community public service area and has become the partand parcel of urban and rural community service system. This thesis will analyze andstudy the social organization’s participation in community service.Based on the governance theory, new public service theory and privatizationtheory, the paper has elaborated the initiative stage and the current situation of socialorganization’s participation in community public service through reviewing a greatnumber of relevant published researches and combining the method of documentaryresearch, theoretical approach, case analysis and SWOT analysis. First of all, theconcept of community administration, community public service and socialorganization, etc is explained in detail, and advanced expertise about them at homeand overseas are introduced.The paper then provides a case study of GanQuan Community in Putuo District,Shanghai. Its population and public service demand are discussed. Socialorganization’s involvement in public service of community is analyzed and greatefforts are given to researching the needy public endowment programs for the old inGanQuan Community.The last part discusses the advantages and disadvantages as well as opportunitiesand challenges that are confronted by social organization’s participation in communitypublic service. Meanwhile, in order to improve the government’s publicadministration and service function and to encourage, regulate and direct socialorganization’s participation in community public service, pragmatic solutions aresuggested from four perspectives, i.e. concept awareness, system innovation,supervision system and development of social organization. |
